Up stream group
This group consists of personnel responsible to ensure the preparedness for the rescue of victims and or rescuers then maybe swept downstream. All personnel in this division should have a throw rope in hand and be wearing appropriate protective equipment.
Downstream group
This group consists of personnel who are responsible for rigging the ropes system and operating a land-based rescue source for victims and rescue were swept downstream personnel assigned should be wearing appropriate protective equipment have throwback

Consider what will happen if responders do nothing and wait for water to reduce
