What is sanitation?

A

Sanitation of information occurs when material is removed which explicitly or implicitly identifies a source. It also occurs when identifying details of a data subject are removed. This process will be undertaken by the intelligence unit prior to the dissemination or inputting onto an intelligence system.

What is best practice?

A

All intelligence must be accurately reported.
Care must be taken to remove from the text all material that in any way identifies the source.
Repeat intelligence from the same source could lead to the sources identification.
The timing and place of meetings with sources may be relevant and could lead to the source being identified.

Sharing information outside the police services…

A

Statutory obligation - a specific legal obligation or requirement to disclose police information to another party.
Statutory power - a specific legal power, but not an obligation to share police information with another party.
Common law - if there is no statutory obligation or power to share information then a common law policing purpose must be established.
