How bad were industrial relations
-1966-67 industrial relations with unions deteriorating
-strikes by dockers + seamen caused economic problems + demonstrated old-style union bosses losing their control
-wildcat strikes -> unofficial strikes by local activists
-Wilson + castle (minister employment) planning law to limit wildcat strikes
What was in place if strife 1969
-policy proposals by castle to strengthen unions
-key aspects unions found difficult agree too -> 28 day cooling off before strike, govt impose settlement when unions in dispute e.g. demarcation disputes, strike ballots imposed + industrial relations court able prosecute anyone broke rules
What were the reactions to castles proposals
-voters liked them + supported by many lab MPs like Jenkins
-unions + lab kept hated them
-storm of protest from union leaders e.g. Jack Jones of TGWU which was supported by Home Secretary Callaghan + 50 MPs ready to rebel
-row went on for months until Wilson gave in
-June 1969 the TUC negotiated compromise but really a humiliating climb down by govt
Why did in place of strife fail
-personal grievances -> many mp disgruntled hadn’t been consulted sooner + victorious feather (TUC) fell out with castle when young radicals in 30s so less willing agree + Callaghan hated castle
-party divisions -> proposals leaked to press earlier so cabinet entered discussions disunited, Callaghan looking to future for leadership challenge + wanted secure vote of unions so opposed proposals
-backbench MPs also opposed requirement of ballot + 28 day cooling off
