What was Gosplan and it’s responsibility?
Gosplan was the State Planning Agency responsible for drawing up plans and output targets for enterprises
Why were targets very ambitious?
To force managers and workers to devote maximum effort into the programme
Why was corruption and faulty reporting built into the system of the 5YP?
As targets were very ambitious and it was a criminal offence to fail to meet targets
What was the production of steel in 1927-28 and what was the target for 1932-33?
Actual production in 1927-28 = 4 million tonnes
Target production for 1932-33 = 10.4 million tonnes
What were 4 large aims and the focus of the first 5YP?
The focus was on heavy industry/ capital goods
It’s aims were:
- increase production by 300%
- focus on development of coal, iron, steel, oil and machinery
- boost electricity production by 600%
- double the output from light industry e.g. chemicals
Were any targets actually met of the first 5YP?
None of the major targets were met despite Stalin claiming the plan was finished after 4 years rather than 5
What was the main focus of the 2nd 5YP, where did it differ from the 1st plan?
The main focus was still on heavy industry but this plan also gave more attention to consumer goods
What were 3 large projects which were successful in the 2nd 5YP?
Moscow metro opened in 1935, Volga canal opened in 1937 and the Dnieprostroi dam was extended to make it the largest dam in Europe
What were some failures of the 2nd 5YP?
Oil production failed to meet it’s targets and no appreciable gain in consumer goods
What was the target for steel production for 1937 and what was the actual production by 1937?
The target was 17 million tonnes, actual production by 1937 was 17.7 million tonnes
What were the main aims of the 3rd 5YP?
- place a renewed emphasis on heavy industry
- promote rapid rearmament
- complete transition to communism
