or putting a particular idea into effect.

This is an action which usually attempts to solve an issue
It is a plan of action designed to achieve a long-term or overall aim.

Something which is credible and relevant
Whereas
This word is used when comparing and allows you to give a contrasting side/opinion or the opposite.
