Conflict has an all-consuming effect on government, and they will be expected to focus their resources on any conflict that engulfs their nation. When a government must push resources into fighting or resolving conflict, by default this means that resources are being pulled from other key areas. This can mean that health and education sectors suffer, and it may take years for these sectors to recover once the conflict has been resolved. Conflict will also lead to death, and this means that future citizens and members of the workforce are being wiped out. The death toll of conflict combined with the redistribution of resources to a war effort will lead to the deepening of the poverty cycle which already affects many developing countries.

However, the WHO state that the health workforce has a vital role in building the resilience of communities and health systems to respond to disasters caused by natural or artificial disasters. The WHO do a lot of work to produce vaccines and medication to allow as many people to remain healthy as possible. This shows that by creating and maintains a healthy workforce, countries and governments can move towards breaking the poverty cycle which otherwise has a large effect.

The quality of life in the developing world can be poor, and as governments are unable to both provide the right educational facilities it is also unable to pay the wages needed for educated and skilled people to become and stay as teachers
