What are the components of a safety policy ?

Statement of intent - Demonstrates managements commitment to health and safety and sets aims and objectives
Organization - to identify H&S roles and responsibilities and reporting lines within the company, this involves communication, cooperation, control competence[ R+R and 4Cs]
Arrangements - sets out in detail the specific systems and procedures for implementing the safety policy for example : safe system of work SSOW
Explain why the safety policy should be signed by the most senior person in the organization ?
Shows management commitment
Gives policy authority
Person who signs it has ultimate responsibility for it

what are the key components / elements of a H&S management system
Acronym: POPIMAR
Policy: Health and safety aims and objectives of the organization and management commitment
Organization: Clear roles and responsibilities, to include competence, commitment, control, cooperation, communication
Planning and Implementation: should involve risk assessment to identify hazards, assess risks and decide how risks can be eliminated or controlled. set standards against which performance can be measured
Measuring Performance: a means of determining the extent to which health and safety policy and objectives are being implemented and should be both reactive and proactive
Reviewing: analyzing data gathered through monitoring to see whether performance is adequate
Audit: systematic critical examination of each stage of an organizations management system and procedures.
Identify issues that are included in the organization section of the policy
clear ROLES and RESPONSIBILITIES to include COMPETENCE, COMMITMENT, CONTROL, COOPERATION and COMMUNICATION
COMPETENCE - from recruitment through to staff transfers and training
CONTROL - policies, procedures, auditing, supervision and management involvement
COOPERATION - consultation demonstrates commitment which leads to cooperation
COMMUNICATION - needs to flow in all directions
