When should you extend your landing gear at the latest?
A
300 ft is a good rule of thumb.
Past this point, it might be wise to land with the gear retracted.

During an IFSD, on final if you are too low, should you retract some flaps to increase you gliding distance so that you can reach the airfield?
A
NEVER!
You do not have engine power to increase your speed and there will be a serious risk of stalling.
