IEC Changeover
Conduct joint inspections with off-going. Account for all OI books, associated paperwork, leadership photographs, and all gate equipment.
Credentials To Get On Base
Military ID (CAC), Dependant Card, Visitor’s Pass (Form 75), Civilian Retiree Card, VA Card, Badge (OSI, FBI, etc.), ID’s in conjunction with EAL
Law Enforcement Agencies allowed unescorted access to base
1.) U.S. Border Patrol, 2.) FBI, 3.) NM State Police, 4.) White Sands Missle Range Police Department, 5.) Alamogordo/La Luz/Cloudcroft Police Departments, 6.) Otero County Sheriff’s Department, 7.) NM Game and Fish Department, and 8.) White Sands National Monument Park Police
Random Installation Entry Point Checks (RIEPC), Standard Procedure
1.) 2 personnel will conduct check, state your name/rank/squadron, state its a random vehicle check and ask for consent. Then retrieve license, Military ID (if applicable), proof of insurance and registration. If/when consent is given, you’ll conduct a VISUAL search of the compartments/all doors/hood/trunk, with the vehicle OFF. If all areas are clear, information is returned and individual(s) are released.
REICP if NO consent is given (Civilian)
They will be asked for identification and an AFJIS report will be accomplished. Sf will conduct a walk-around of the vehicle. If contraband is in plain sight, contact SJA for guidance. If civilian still do not consent, installation access is denied.
REIPC if NO consent (Military)
If denied consent, inform individual that they are required search from the Installation Commander. Ask, make, tell. SF will contact Legal for authority to search. If granted, SF will conduct search and patrol will fill out a form 1176 asap. Reasonable force may be used.
REIPC if contraband is found
If found, contraband will be removed, annotated in blotter and tagged using an AF Form 52. Vehicle search is reinitiated. Ask owner to have someone move their vehicle or have it towed at their expense.
REIPC if Classified Material is found
If material is found, immediately cover the classified material with anything close by, and close compartment. Ask individual for a courier letter (DD Form 2501). If they do not have the form, SF with apprehend or detain them and accomplish the following: 1.) secure material. 2.) notify units security manager/immediate supervisor. 3.) notify wing security manager. 4.) notify AFOSI. 5.) complete AFJIS report
Operation Wrong Turn
If an individual with no base affiliation attempts entry, Operation Wrong Turn occurs. Obtain ID and instruct them to pull over. Two SF members will approach and complete an AF Form 3907, listing all occupants. Notify BDOC and provide info of vehicle and occupants. Be courteous while getting info and conversing. 20 minutes maximum of them being held. If beyond 20, they are to be released. Once completed, cite individuals if needed, and instruct them to turn around and hand back IDs once they depart.
Active Barrier System (Success)
Check will be conducted every Sunday from 0100-0400. All testing will be directed by Flight Chief or designated individuals. Temporarily close IECP and have SF members block entry and exit. A SF team will be at each set of barriers, and maintain observation of them. After testing us complete, annotate in blotter.
Active Barrier Test (Failure)
If pop-up barrier does not deploy, notify S3O. Notify CE job control to open emergency work order. Affected IECP will not be used until barrier or retracted in retracted position or operational.
Gate Runner (Contained)
Call over the radio, “Gaterunner” 3 times, and immediately active barriers, notifying BDOC of same. Send a description of the vehicle and direction of travel. If barriers stop individual, it is contained, and the appropriate steps will be taken. Ascertain occupant status and upchannel all info to BDOC. If occupants flee, then it is treated as an uncontained gate runner.
Gate Runner (Uncontained)
If a gate runner occurs and the barriers do NOT stop the individual or they flee on foot, they are uncontained. Choke points will be established to deny access to flight line or critical resources. Choke points will be determined based on vehicle travel. Once vehicle is located, patrols will challenge vehicle, get all passengers out and into the final challenge position. Once in final position, ascertain status and base affiliation of individual, and reason for running.
Stop, Check and Pass
Results in a wide array of situations (amber alerts, alarm activations, security incidents, etc). Stop all vehicles exiting installation, and hold all vehicles entering until another pulls up behind them. If situation occured off base, conduct a check on every vehicle. If situation was on base, conduct a full compartment search of each vehicle exiting base. Repeat process until normal procedures happen.
Political Asylum
If individual makes a request for political asylum, notify bdoc “I have seven bridges”. Ascertain individuals name and nationality. OSI will respond to the situation. If individual has a bag, ask them to place 50 feet from gate. If they deny, ask to search. If individual has weapons, ask to control them. If not, watch them closely. Sanitize the gate shake of all FOUO material (leadership pic, all OI info). Place individual in bathroom with a seat and await OSI, although you never tell individuals whos coming. Do not restrain individual if they attempt to leave.
