Differentiate: Accident from Incident
Accident is an unplanned and unexpected event that can cause severe damage to an aircraft that results in an injury or fatality.
Incident is an occurrence other than an accident, associated with the operation of an aircraft, which affects or could affect the safety of operations.
On December 18, 2018, at 0230Z, ATMO on duty at Vigan FSS observed that rain clouds are forming near the end of RWY30 causing the visibility to decrease from 8km to 4km. At 0235Z, Manila FSS called the station and relay an FPL message with an ETA of 0345Z at RPUQ: State the procedures an ATMO must do in this situation.
Note: Vigan (RPUQ) FSS hours of operation: 0000-0800 UTC.

- Make an advisory message about the visibility of RWY 30 of RPUQ.
- Observe the situation/visibility, if the visibility becomes normal before the aircraft arrival, accommodate the aircraft.
- If the situation becomes worse, advise the incoming aircraft to go to its alternate aerodrome/destination.
- Make an advisory message if the visibility/situation at RWY30 of RPUQ if it becomes normal & ready to accommodate aircraft .
