Incident Action Plan
“Planning P”
Operational Period Planning Cycle
A guide to the process and steps involved in planning for an incident, from the onset of the incident, through preparations for the first Operational Period.
The planning cycle then continues for each successive Operational Period, as shown in the circular part of the P.
The leg of the P describes the initial response period.
At the top of the P is the beginning of the first operational planning period cycle.
NIMS
National Incident Management System
NIMS integrates existing best practices into a consistent, nationwide approach to domestic incident management that is applicable at all jurisdictional levels and across functional disciplines in an all-hazards context.
What are the three components that are vital to the success of NIMS implementation?

Incident Commander
Command Staff
The staff who report directly to the Incident Commander, including the:
- Public Information Officer
- Safety Officer
- Liaison Officer, and other positions as required. Such as I/I
The General Staff
The General Staff typically consists of the
- Operations
- Planning
- Logistics
- Finance/Administration Sections.
In some incidents the General Staff may also include the Intelligence/Investigations Function, either operating under a staff section, or as a stand alone section.
