What does Article 2 centre around?

The right to life, and that nobody should have their right to life taken away from them unless they have been prosecuted and convicted of a crime punishable of a capital offence. Similarly it must be understood that those who were killed unlawfully- will be persecuted but that also that everybodies right to life should be protected. Unless taken in arrest or trying to detain somebody for the public interest.
