3.Most countries have immigration laws that allow person who are fleeing their homelands due to persecution in the account of their cultural, religious and political beliefs. As a general rule, any foreign national who flees his country, will not be granted asylum. He may however be granted a temporary refuge if his life or safety is in immediate danger. Those, however who request for political asylum on a base in a foreign territory or on a ship on the high seas (international waters) will not be turned over said refugees to another country without the approval of the government exercising sovereignty over such territory or vessel.
