HRC27: HC update
- Syria: report of independent international COI evidences devolution into slaughterhouse
- ISIL/Takfiri controls large parts of Northern Iraq, brute violence agst ethnic & religious groups. Iraq should consider accession to Rome Statute of ICC
- Israel/Palestine conflict: death toll in Gaza, Israel blockade of 2007 (2131 Palestinians killed in Gaza, 71 Israelis) - military occupation, illegal settlements, excessive use of force, home demolitions & the Wall. End blockade, ensure accountability. Israelis also have rt to freedom from indiscriminate rocket fire. HRC COI.
- Libya: deterioration of situation. Indiscriminate shelling, living conditions deteriorated, health facilities affected
- Ukraine: 3000+ people killed since April. Official OHCHR report this session. All parties - Ukraine, separatists, Russia, must protect civilians and apply international humanitarian law.
- CAR: near-total absence of State control, impunity for violations. Ex-Séléka and anti-Balaka forces continue their attacks, civilians main victims. International COI on CAR has concluded reasonable grounds that all sides have violated international humanitarian and HR law.
- South Sudan: serious HRVs by both parties. Panel discussion on 24 September.
- DPRK: impressed by COI report, hope GA & SC will ensure accountability for perpetrators of crimes agst humanity.
- Sri Lanka: attach great importance to investigation on which OHCHR will report this session. Encourage cooperation, alarmed re: threats agst HRDs, and incitement and violence agst Muslim & Christian minorities.
HRC27: HRW statement to new HC
Sep 2014:
- HRC must not fail victims as it did in Sri Lanka
- protect victims, eg in CAR, South Sudan, Syria, Iraq
- accountability for crimes agst humanity eg in North Korea and Syria
- enabling environment for civil society: repression of HRDs in China, FOE&A in Egypt, foreign agents law and intimidation in Russia, punitive legislation in Ethiopia or Bahrain.
Afghanistan
- 2011: HRW requesting creation of SR
Mar 2011: HC presented report on OHCHR activities, raising concern re: civilian casualties, armed conflict, lack of rule of law instns, harmful traditional practices agst women & girls. - Jun 2010: narrow HRC resolution on attacks targeting school children.
- 2009: UPR Afghanistan - concern re: HRVs, denial of women’s rights, civilian casualties, impunity.
- US invaded in 2001, Afghan govt awarded warlords and violators with official positions. Taliban insurgency fuelled by corruption.
Bahrain
HRC27: failed to address restrictions on HR activism in Bahrain
Sep 2014: HRW: punitive laws restricting civil society space
2011: HRW calls for action by HRC, Bahrain to allow access, present report of indep investigative commission, request HC to report back to HRC, call on Bahrain to welcome SPs

Mar 2014: Jt statement by 27 States expressing concern about Egypt’s excessive use of force agst demonstrators - first such action since Egypt security forces killed 100s of protestors at a sit-in in Aug 2013. Called for Egypt to hold those responsible accountable, and release results of previous fact-finding missions
