What are the overall objectives of the FTEP program?
The overall program objectives are to assist each new officer (hereafter referred to as trainee) in achieving specific training goals in order to be successful in their new departmental role, and help them develop knowledge, skills, and abilities (KSA) at a personal and professional level.

What is the purpose of the FTEP?
to gradually expose trainees to the realities of road patrol and provide them with the KSA necessary to successfully accomplish the duties and responsibilities of providing service to the public under both routine and emergency conditions.
Note: This goal implies more than just producing a proficient officer; rather, it includes socializing Academy graduates into the Department so they internalize the values and ethics that law enforcement professionals are expected to possess.
What does a termination decision require?
The ultimate decision to terminate a trainee requires an unacceptable rating(s) on the CHP 115A, and should be linked to one or more of the eight Critical Tasks on the officer’s CHP 118, Performance Appraisal - Officer.
What is the Statewide FTEP Coordinator responsible for?
The implementation of the program’s training and evaluation system. The position has review and oversight responsibility for the statewide operation of the program and coordinates with field Divisions and Areas to ensure appropriate training environments are maintained for all trainees. The statewide FTEP coordinator also reviews and maintains the training curriculum, oversees the content and delivery of training for Field Training Officers (FTO), and generally upholds the integrity of the program.
The statewide FTEP coordinator has two critical responsibilities:
(a) Ensure all training is being implemented in a standardized manner. Standardization ensures each Academy graduate is afforded the same general training opportunity received by every other graduate regardless of field assignment. This responsibility involves monitoring training and ensuring evaluations continue to be based on each trainee’s ability to perform the job-related tasks listed on the CHP 115, Trainee Checklist.
(b) Ensure all training is consistent with the minimum standards set forth by the Commission on Peace Officer Standards and Training FTEP.
Every FTO shall possess the following qualifications:
a. A Commission on Peace Officer Standards and Training (POST) basic certificate.
b. One year of patrol experience.
c. Successful completion of the Field Training Officer Basic Course.
d. Supervisor’s recommendation.
e. Compliance with the California Penal Code Section 13515.28 requirements,
related to Crisis Intervention Behavioral training.
f. Many other criteria must also be considered when choosing qualified applicants. Field Training Officers must be capable, mature, and willing to put in the time and effort needed to train a new officer. It is advantageous that FTOs are well-rounded and knowledgeable. Field Training Officers must be team workers who possess the ability to become good teachers and counselors. Many other skills and personal characteristics must be considered, such as patience, work ethic, leadership, interpersonal skills, written and verbal communication skills, judgment, conduct, integrity, flexibility, and past and present performance. When the Area FTEP coordinator is not familiar with an FTO applicant, recommendations by current and past supervisors should be obtained. In these cases, the Area FTEP coordinator should keep in mind FTOs require unique strengths and desirable characteristics. These strengths and characteristics must be carefully scrutinized during the selection process. Only qualified applicants will be chosen.
