A

Appointed by British government, sent out to govern India as personal representative of the Monarch.

A

Responsible for government policy and remained in Westminster.
Held accountable to Parliament - where Indian affairs were debated and decisions made.
Advised, guided and checked by the Council of India.

What was the Council of India?

A

Consisted of 15 men - none Indian - who had experience living and working in India in their youth, hence their experience and advice could be out of date.
This didn’t matter in calmer periods, but when matters moved swiftly or threw up previously unseen challenges, the British response wasn’t always appropriate.

A

The Indian Civil Service.
It was responsible for administering India and became renowned for its efficiency.
About 70,000 British controlling 300,000,000 inhabitants.

How did you become employed in the Indian Civil Service?

A

Pass a competitive exam only held in London until 1919 when they were also held in Delhi and Rangoon to make it easier for Indians to participate. After passing you were sent out to India and worked as District Officers.

A

A

The Indian police force, although they were thinly spread so serious incidents often had to be dealt with by the army.

How did the efficiency of the British built railway and road networks, telephone, postal and telegraphic systems affect Indian administration?

A

On one hand it increased the efficiency of the ICS, but alternatively it meant that letters, questionnaires and directives could be sent out in their hundreds all over India and replies analysed and filed for future reference. This resulted in the system almost collapsing due to bureaucracy.

Did princes rule independently?

A

In theory they had complete authority over their states, but in practice they had treaties with the British that only allowed a limited amount of power. Each state could keep its own laws, languages, holidays, ministers and ruler but couldn’t instigate action that countered British interests.

Who were Residents in princely states?

A

The largest princely states - Hyderabad, Mysore, Jammu and Kashmir - were under the administration of the Viceroy and the Viceroy appointed a Resident to represent him. This gave these states a ‘hot line’ to the power in India

A

The other states appointed their own Political Officers who were answerable to the administrators of India’s provinces.

Were princes loyal to Britain?

A

Yes, as they relied on British support, but their administration could be corrupt and inefficient. In such instances the British could intervene and even depose rulers.

What did the British insist on in their treaties with the Princes?

A

That the British had the right to intervene and administer a princely state if they felt it was misgoverned - they never quite believed that the princes could rule their subjects as well as the British could.

A

India controlled by few British officials
Loyalty - few demands for home rule or attempts to overthrow British authority
INC offered statement of loyalty to Britain
Attempting to develop Indian economy - had built 23,000 miles of railway
Hardworking and honest District Officers
Universities educating 20,000+ and Indians free to travel to Britain to further education - Gandhi, Nehru and Jinnah
India supplied cheap raw materials for Britain and manpower for British Army

How successful was British rule in India at the beginning of 20th century? (Failure)

A

India was a heavy drain on Britain, cost of admin greater than benefits of raw material imports
Control of industry - preventing competition with Britain - and monopolies of goods like cotton and salt offended Indians
British control in countryside weak
In big cities, usual way of dealing with things was violently
Educated Indians prevented from participating in admin and government, increasing long term dissatisfaction
District Officers job often virtually impossible so their duties carried out inefficiently
