- Created new farms in the northern caucasus, and Western Siberia

How was inefficiency a problem?
- Virgin Lands Scheme required complex systems, made cost of production high
- Agriculture was extremely labour intensive, 50% of Soviet population worked in agriculture, 5% in US. US agriculture still produced 2x the amount of food prod by Soviet agri
What were some on-going problems Khrushchev had
- Central planning meant farmers did not always use the correct fertiliser at the right time so often went to waste
- Repeatedly reformed the ministries dealing with agriculture
- Soviet farms had inadequate storage facilities, food was wasted
- Pay for agri workers increased but remained inadequate
What happened to reform after Khrushchev?
The failure and instability that Khrushchevs reforms created led to leading communists to reverse his reforms after 1964
What did Brezhnev do to sort out agriculture
- Brezhnev was content to manage the system Stalin had set up
- Brezhnev abandoned attempts to make agriculture more productive
- Only authorised large scale grain imports from west to keep food prices low
