what is the countywide Housing Assistance Program? (CHAP)
provides funding to assist MH consumers without financial resources to afford move-in costs associated with moving into permanent housing, avoid eviction, or purchase household goods needed to start a home.

General criteria for CHAP
- HUD homeless
- receiving MH services with directly op or contracted;
- proof of income to sustain monthly expenses associated with maintaining housing (rent, utility, food); Need proof within 60 days;
- can live independently per case manager
- eligible once per 12 months
- household goods assistance limited to $600 for lifetime;
- gets Sec.8, shelter plus care or other housing subsidy is desirable but not mandatory;
aspects of SECURITY DEPOSIT assistance
- if applicant is required to use 70% or mor of monthly income for rent, then CM and PM must submit letter explaining how client will pay bills;
- If a recipient of Federal housing subsidy, then packet must include Letter of Determination or Lease Approval from the appropriate Housing Authority.
- upon receipt, referring agency to be notified within 2 days if there are missing documents and referring agency has 15 days to complete and submit.
aspects of HOUSEHOLD GOODS
- get one time maximum of $600
- present pre-selected items on a merchant’s invoice or listing from online shopping with total purchase price incl taxes with application;
- program rep. must accompany client when purchasing pre-approved items upon receipt of check;
- CM can only purchase items that have been submitted with the app
- when using check, if items cost less than check– change must be returned by CM
- original receipt must be submitted to the funding agency within one week of purchase
- financial assistance for household goods is not allowable for persons who are relocating from one independent living situation to another;
EVICTION PREVEITION aspects
*provides one time payment of one month’s rent in arrears and any reasonable late fees as indicated in the lease agreement. Consumer must be able to pay regular monthly rent after this.
What is CHEERD?
Countywide Housing, Employment, & Education Resource Development Division
Who administers CHAP?
Housing Policy and Development (HPD) within CHEERD.
What does CHEERD do?
provides oversight of vocational services in clinics; develops resources and provides training and tech assistance to those providing employment and education services throughout the MH system incl FSP, Wellness Center program.
Oversees: Housing Development; Employment and Education Services; Housing Subsidies Program; Rental Assistance/Eviction Prevention Program; Specialized Shelter Bed Program;
What is the Specialized Shelter Bed Program overseen by CHEERD?
provides short-term basic living support services to consumers and their families who are or are at risk of, homelessness; Basic living support includes safe and clean shelter bed and 24 hour staff oversight, 3 meals a day; referrals are made by the Service Coordinator to SA Gatekeepers.
Housing Subsidies overseen by CHEERD
section 8 Housing Choice Voucher and Shelter Plus Care grants from City and County Housing Authorities; Consumers need to meet federal definition of homelessness and income threshold criteria;

Housing Development overseen by CHEERD
Housing Trust Fund Program provides funding for supportive services & operating expenses in permanent supportive housing;
- MHSA Housing Program provides funding for capital development & operating expenses for new units of permanent supportive housing;
RENTAL ASSISTANCE AND EVICTION PREVENTION overseen by CHEERD
assists consumers with funds for first and last month’s rent, household goods and eviction prevention. a temporary rental assistance program offers immediate access to housing for clients in FSP.
