How does the executive/Pm dominate the legislation/Lords

A
  1. The Pm selects the lords, therefore he can select all conservative lords
  2. They have the Salisbury convention that took place after WW2 (if legislation is in manifesto the lords won’t question it)
  3. Lords don’t deal with any bills that deal with taxation or money
  4. The parliament act 1949 allowed the lords to only delay bills for a year eg: reduced hunting act bill 2004
  5. The House of Lords act in 1999 got rid of hereditary peers except the 92 in the weatherill amendment

How does the legislators/ lords scrutinise the executive/lords

A
  1. Lord are for life and can be selected by previous PM therefore a conservative Pm could have all Lords who share same ideas then a Labour MP could be elected
  2. Whips have little control/influence on lords as they’re There for life and have security of tenure
  3. Lords are mostly experts (lord winston and Lord Krebs in the science and tech committee)
  4. Specialist committees who write reports and table amendments pg3
  5. No guillotine motion

Government has respect for lords as they’re experts
