What has caused the need for Hokai Rangi?
Growth in prison population
Need to reduce the overrepresentation of Maori in our prison system
Legislation and Treaty of Waitangi obligations - protect Maori interests etc
been trying to do this since 1999, Waitangi Report and Prison Network Agreement have been previous steps towards a more Maori centric way of moving forward
Statistics
52% of our prison population identifies as Maori
Compared to non-Maori, Maori born between 1990 and 1991 are 4x more likely to receive prison sentence

Western system that reflects foreign cultures and values
the current pathway through prison sentences prioritize the pathway rather than the people
One of the biggest consquences of imprisonment is being separated from support networks/whanau

80% of Maori in prison have had contact with mental health services at some point over the last 10yrs

It’s about maximising positive outcomes for Maori by incorporating Kaupapa Maori based programmes and Maori world view environments into Ara Poutama
Increasing the presence of Whanau and upholding the mana of those in care will help reduce the over representation of Maori in prison populations through the reduction of reoffending
