Outwardly this was a period of peace and prosperity - Charles made peace with France and Spain and took a step back from European conflict. on the other hand opposition and discontent built because of his unpopular religious and financial policies

Charles decided to rule without parliament temporarily until wiser councils prevailed among MPs - he was perfectly within his right to do so
