From 1897 to 1914, a naval arms race between the United Kingdom and Germany took place.

What did the Schieffelin plan consist of?
Attack France through Belgium. It would take Russia 2 weeks to mobilize troops therefore giving time to annex France. After they annexed France they would then attack Russia.
What was wrong with the Schieffelin plan?
Invading through Belgium would be a attack on a neutral country therefore involving Britain. They also severely underestimated France.
