Need for capital facilities and improvement was in great demand in the mid 1960's. Owners had a demand for better time and cost controls, more accurate info, and reduction of risks.

- NY City Madison Square Garden 1963, CM acting as owner.
- John Hancock Center Chicago, Twin Towers New York, John Manville World Headquarters Denver, First National City Bank Building NY,
Evolution of CM in the public sector
GSA was first to pioneer with CM.
$97M Social Security Payment Centers in Philly, Chicago, Richmond, CA were first building systems projects for GSA
1975 $42M Air and Space Museum first project completed using CM.
Problems encountered at the Federal level
GSA abandoned CM end 1979:
- GSA moved to quickly not allowing change to occur
- lack of sufficient authority under government contract
- procurement regulations
- coordination and delay associated w/ multiple contracts
- claims and delays
- disputes with CM’s (lump sum and low bid contracts)
- funding restrictions.
What is CQM
GSA used CQM, Construction Quality Management, to retake CM approach in 1982. Single contract awarded to GC and CM would act as owner rep. under CQM contract.
Role of associations in the development of CM
in August 1975 AGC, AIA, ACEC recognized the importance of CM and and agreed to work on a program to:
- define, develop, disseminate standards of CM
- develop guidelines and educational programs
- coordinate development of standards among industry
- monitor and make recommendations at federal, state and local levels
- be liaison w. owners, and advice on application of CM

Goals of the Construction Management Association of America (CMAA)
*set standards of practice

leadership and consensus-building (safety, quality, management, insurance,..)
Objectives of Standard forms of agreement
to minimize conflicts between, CM, owner, GC by treating each party fairly and allocating specific risks to whom is best able to manage that risk.
Standards of CM
The CM standards of practice provide definitions and addresses 7 primary functions:
*Program, Project, Time, Cost,Quality, Safety Management, and Contract Administration
Certification of the Construction Manager
A license or certification in any other profession does not per se establish a qualified CM.
The certification is recognition that an individual has met the program’s criteria with regard to experience and knowledge necessary to practice professional CM at a minimum acceptable level
