Functions of the council
- advise the King

Henry’s key councillors
John Morton- churchmen and lawyer
Sir Reginald Bray- faithful servant, became chancellor of Duchy of Lancaster, led the council learned in law.
Margaret Beaufort- unofficial advisor to the king.
Sir Richard Empson- part of council Learned, executed after Henry’s death.
Edmund Dudley- joined council Learned after death of Bray, exploited financial opportunities.
The council Learned
- Developed during second half of Henry’s reign.
- Originally under Brays leadership
- Function: maintain the kings revenue and exploit prerogative rights
- Made bonds of recognisances effective
- disliked as bypassed normal legal system.
- Empson joined by Dudley in 1503 after Brays death.
- became very feared and unpopular financial control.
- enemies included Fox and Lovell.
What was the privy chamber?
Kings private quarters, used for work and leisure.
Created after Stanley fiasco in 1495.
