What was raising finance like under Wolsey?

A
  • set up a network of royal commissioner appointed by himself to assess wealth for subsidies
  • 1525 amicable grant: technically a voluntary gift to the king
  • In reality was a heavy tax - need for war campaigns WITHOUT PARL APPROVAL
  • widespread resistance = abandoned as a result
  • 1526 Eltham ordinances - reform the privy chamber
