What is a health system?
Combination of resources, organization, financing and management that culminates in the delivery of health services
What does a good health system include?
Promotion, prevention, treatment, rehabilitation
Where does a good health system cater care?
The home, community, workplace or health facilities
What can a good/bad health system depend on?
Motivation and education of staff, equipment, information and finance, drugs,
What are the health system building blocks?
Governance, financing, workforce, medical products and tech, information and research, delivery
What are the health system goals/outcomes?
Improved health, responsiveness, financial risk protection, improved efficiency
What are the 5 types of health systems?
Beveridge, Bismarck, National Health Insurance, Out of pocket, Charity-based model
What does the beveridge model entail?
Tax financed and universal and mostly public sector providers
What does the Bismarck model entail?
Social insurance program paid for by payroll tax to a fund (not public) that ensures health care for all. Health care administered by public or private providers
What is the big difference between the Bismarck model and the US system?
Larger governmental oversight and strong limits on profit
What is the national health insurance model?
Government run health insurance fund with no profit incentive and generally more cost effective. Mostly uses private sector providers
What does the out of pocket model entail?
Private insurance, out of pocket expenses, often unavailable for poorest people
What is the charity-based model?
The poorest have to rely on charity in order to get health care. Also seen for uninsured in the US
What might people do if they don’t have money for health care?
Do a local charity, get into crime, selling off assets
