Decision-makers must commit to social responsibility.
Includes practices and policies that ensure they avoid harming the health of individuals, protect the environment and make sure resources are sustainable.

Countries must invest more money in health - enough to make a positive change
Needs to be an increase in investments for the development of resources such as education, housing and health.
Meet the needs for specific groups within society - women, elderly, children etc
Consolidate and expand partnerships for health
Countries must develop partnerships between governments and the broader society
Local businesses, corporations and community organisations need to build partnerships with governments
The existence of such partnerships offers benefits for health through the sharing of expertise, skills and resources
Increase community capacity and empower the individual
Health promotion must be carried out BY and WITH people - not on or to people
Good health promotion practices
- empower the community to take action
- improve the capacity of groups and organisations to influence the determinants of health
Secure an infrastructure for health promotion
Methods for funding health promotion must be found locally, nationally and globally
Incentives to pay for infrastructure for health should be developed
All organisations need to ensure resources are in place to maximise health
