what are three factors that must combine to create a disaster

A
  • an event must that is potent enough to severely damage and endanger lives
    -affected at least 100 people (2000 for drought and famine)
    -the vulnerability of an area and its population
    severely impacts whether a hazard event will cause a disaster or not. if an area has been designed around resisting a hazard, it is more likely to reduce the risks of a disaster occurring.

countries with less economic development are more likely to experience hazards and disasters as they do not have the means to prepare for them and they are not in a financial position to move
