A

(1) Rich countries have more money to spend on making earth-quake resistant buildings eg more rubber and steel foundations which can move slightly
(2) Buildings in poor countries more likely to be made with wood. A cheap way to make these buildings more earth-quake resistant is to add diagonal braces that reduce movement.
