Why add the gust alleviation factor?

A

Gusts are not sharp-edged
Change in loads due to change in AoA is not instantaneous
Vertical velocity acquired during vertical acceleration in response to gust so relative velocity of the gust decreases
Increased tail loads due to gust lead to nose down pitching moment and decreased AoA
