Increased middl-class affluence, created a stronger feeling on Christian charity due to social conscience of the middle class
Why did charity develop more after 1844?
Outdoor relief for able bodied men was officially ended, many didn’t want to go to workhouses due to shocking conditions + middle class realised this so wanted to offer alternatives

Less working class were suffering from cyclical unemployment and demand for poor relief, so demand for outdoor relief was decreased

Felt their powers were being infringed, were more open to giving outdoor relief as understood people’s issues more

Attempts to enforce the 1834 Poor Law Act and make it successful, also an increase in self help ideology

Allowed women to be involved in public affairs, which helped political recognition for women

Played a major role in charity for the poor in the 1850s - offered them jobs in the military, created hostels to provide safety for prostitutes + created educational programmes to stop the poverty cycle

Medical facilities were kept separated from workhouses so II proved medical treatment of poor + creation of the Metropolitan Asylum Board

Charity Organisation Society, was created to help ‘deserving poor’ get back on their feet - would provide interviews for work, went against the idea of over helping

It created increased dependence of poor on society again

Only helped the poor when needed it, would actively try and find solutions to get them out of poor
