Primary Level of Care
- Provides more specialized diagnostic and treatment services.- Includes impatient care for patients requiring hospitalization.- Offers surgical services, obstetrics, and gynecology care.- May include rehabilitation services and mental health care .- Given by physicians with basic health training.- Offered in health facilities, whether privately owned or government-operated.- Includes services in infirmaries, municipal hospitals, district hospitals, and out-patient departments.- Specialists also provide care at this level.
Secondary level of care
- Offers highly specialized medical and surgical services.- Includes advanced diagnostic and treatment facilities.- Provides care for complex and rare conditions.- Often involves teachings and research activities.- Acts as a referral system for secondary care facilities. Provides care for complicated cases and intensive care.- Includes medical centers, regional and provincial hospitals, and specialized hospitals.

Interval Referral
– Patient of one problem is referred to another specialist.
Collateral Referral
– It is the referral of patients in multi-specialty of the same hospital or center.
Split
– It is self-referral of the patient as his wish.

Purpose of Referral System
- Ensures appropriate care: Patients receive the most effective treatment for their condition by directing them to specialists or facilities with advances resources.
- Improves health outcomes: By connecting patients with the right level of care, referral systems contribute to better overall health results.
- Optimizes resource allocation: Help direct patients to the most suitable level of care, preventing unnecessary strain on primary care facilities and promoting efficient use of healthcare resources.
- Increases access to specialized care: Ensure that even individuals in remote areas or with limited resources can reach specialists by creating a pathway to the highest levels of care.
Importance of Referral System -Ensures that all citizens have access to the highest possible standard of health irrespective of where they access care in the health system.-Promotes linkages across the different levels of care in the public and private sector therefore ensuring that there is continuity of care for clients.
Examples of Referral Systems
- Primary Care Physician (PCP) Referrals to Specialists- A common referral system where a patient’s primary care doctor refers them to a specialists for further evaluation or treatment.
- Hospital to Rehabilitation Facility- After a patient undergoes surgery or receives acute care in a hospital, they may be referred to a rehabilitation facility for physical therapy, occupational therapy, or other specialized care to aid in their recovery process.
- Telemedicine Referrals- Primary care providers may refer patients to telemedicine services for virtual consultations with specialists.
- Home Health Care Referrals- After a hospital stay or when patients require ongoing care at home, healthcare providers may refer them to home health agencies.
