File an Alternate Airfield for IFR Flight when:

A

a. a compatible instrument approach procedure is not available at the destination airfield

b. +/- 1 hour of ETA at the destination airfield, the WX forecast (incl TEMPO conditions) indicates less than 2000ft and 3SM

c. forecast winds exceed aircraft limits +/- 1 hour of ETA

d. denial of accommodation to RVSM airspace would prevent a non-RVSM compliant aircraft or flight from reaching the planned destination

a. all compatible approaches at destination require radar or GPS

b. required navigational aids will be unmonitored

c. destination has no WX reporting capability

d. airfield’s lowest compatible approach weather minimums are greater than or equal to 1500ft ceiling or 3SM visibility

Alternate Requirements

A

a. prevailing weather at the alternate +/- 1 hour of the ETA, incl TEMPO conditions,
i. …(except for thunderstorms and rain/snow showers) is forecast to be at or above a ceiling of 1000ft or 500ft above the lowest compatible approach minimums, whichever is higher
ii. …must permit a descent from the minimum enroute altitude with an approach and landing under basic VFR for fields with no compatible instrument procedure available

b. T-38s may file based on a GNSS-based instrument approach at either the destination or the alternate airfield, but not at both locations

Do not select an airport as an alternate if any of the below conditions exist:

A

a. all compatible approaches require an unmonitored NAVAID

b. airfield does not report weather observations

c. Alternate Not Authorized (“A NA”) displayed on all compatible approaches

d. any not disqualifying the airfield or note disqualifying all compatible approaches in the “IFR Alternate Minimums” section (FLIP “A” designation)

e. forecast winds exceed aircraft limits +/-1 hour

f. regardless of weather, access to RVSM airspace is required to reach the alternate for RVSM non-compliant aircraft

Additional Notes

A

a. AETC Waiver to AFMAN 11-202V3 permits AETC aircraft to conduct flight training missions under IFR without an alternate under the following conditions
i. all missions limited to local area and in contact with the SOF
ii. IP is a crewmember
iii. departure and destination airport must be the same
iv. weather conditions must be reported and forecast to remain at or above a 1500ft ceiling and a 3SM visibility for the planned mission’s duration or estimated time enroute plus two hours

b. do not file VFR to a location where forecast winds at the ETA +/- 1 hour exceed aircraft limits

Departure Planning

A
  1. meet or exceed the published required IFR climb gradient OR 200ft/NM, whichever is higher.
  2. reduce fuel weight prior to T/O roll to meet rule #1. OPS Sup approval required. Ensure fuel remaining is sufficient for planned mission.
  3. depart VFR in VMC to see and avoid departure obstacles. Wg/CC approval required.
  4. If unable to meet any above, ensure climb gradient meets/exceeds 152 ft/NM OR the published required IFR climb gradient reduced by 48 ft/NM, whichever is higher. Wg/CC approval required.
    NOTE: extensive flight planning is required to ensure the aircraft vertically clears all obstacles along the planned departure path.

VCOA procedures are prohibited in the T-38.
