Ultimately the supreme court decides that life without parole for non-homicide crimes was a violation of the 8th amendment

A
There was no national consensus on sentencing on paper, but there was in practice. The US was the only country that actually sentenced juveniles to life without parole.
37 states were in favor of of LWOP, which was a 74% supermajority, but the court still found that because nobody actually did it in practice this was evidence of a national consensus
