Difference between permanent funds and endowment funds
No difference - perm = gov
endowment = NFP
Capital Projects Fund
used to build capital assets using bonds
Special Revenue Fund
uses interest (income) and tax for financing
Capital grants are expenditure driven…why?
The grant must spend the money first before recognizing the revenue - which is why the grant is initially recorded as a liability
types of grants
restricted = deferred revenue
unrestricted = revenue
debt service fund
- think bond sinking fund
- used for payment of interest and repayment on general long-term debt
- The government must be responsible for the debt
