IMPORTANT Changes in representatives occurs frequently to the mood of the general population
Senate

Senate Qualifications
30 years old
9 years US Citizen
Resident in the state you are running
- 6 years per terms (1/3 of Senators are in election every 2 years)
IMPORTANT So the general population does not change the Senate too quickly
Average salary of someone in Congress annually
- Salary = $174,000 per year base pay
Congress privileges’
- Franking privilege free postage on all mail to Constituents.
- Constituents = people that vote for you.
- Cannot be arrested for minor offenses while Congress is in session.
- May not hold another political office at the same time.

Elastic Clause
The necessary and proper clause gives Congress the power to make laws “necessary and proper” to carry out the delegated duties
Powers denied to Congress
- Congress cannot make laws concerning slave trade until 1808
- Cannot suspend Writ of Habeas Corpus – must be told and set trial for a crime committed (cannot be held in jail without cause)
- No Ex Post facto law – Cannot punish a person for an act committed before there was a law against it
- No titles of nobility
