What is Governance?
The way organisations or countries are managed at the highest level and the system involved.
Representative Democracy
A form of government in which the supreme power is vested in the people and exercised by them through their elected agents under a free electoral system.
Key values of Democracy
Tolerance, Equity, Freedom, Respect, and Justice.
Key values of Australian Democracy
Active and engaged citizens, an inclusive and equitable society, free and franchised elections, the rule of law for both citizens and government.
Responsible Government
System of government by which the executive is responsible to the legislature; checks and balances.
6 Principles of Australian Democracy
Democracy, Rule of Law, Separation of Powers, Federalism, Nationhood, Rights.
Referendum
Voted by Australian citizens on a proposed change to the constitution.
Double majority
Needs majority of voters across the country, AND majority of voters in states.
Plebiscite
National vote to decide a question that doesn’t affect the constitution; therefore has no legal force.
Law making process
- Bill is proposed.
- First reading (formality).
- Second reading (detailed).
- Committee stage (Most important)
- Third reading (discuss then vote)
- Royal Assent
Double Dissolution
Senate must reject a bill twice, 3 months apart. If administered, everyone loses their seat in the HoR and Senate, and Australians vote for each seat again.
Role of Governor General
Constitutional:
- Issue writs for general elections of the House
- Dissolve parliament
Reserve:
- Appoint Prime Minister if election did not yield a clear outcome
- Refuse a double dissolution
Ceremonial:
- Meeting foreign heads and ambassadors
- Awarding special honours.
