What is the war powers resolution
essentially says that the president cannot escalate any armed conflict abroad without the consent of congress
The president has to notify congress 48 hours in advance and troops cannot remain for more than 60 days.
How does the veto process work and line item veto
first congress will hear and pass a bill in both the senate and the house then makes its way to the presidents desk where he will either veto it or sign it into law. if he vetoes it then it gets sent back to congress for revision.
Line item veto is not an option because it is not written in the constitution that lines of bills can be vetoes exclusively.
Why would the president want to sign a presidential agreement rather than a treaty?
An agreement doesn’t have to be approved by the senate.
