An idea is proposed by a cabnit master cabnit approves the idea cabinit and caucus approve the bill
First reading
Bill is introduced to the hoc each mp receives a copy of the bill no votes take place and opposition parties begin to discuss what their position in the bill will be
Second reading
Mps debate the bill in hoc following the debate a vote is taken if passed the bills are approved in principal
Committee stage
A legislative committee involving representatives is set up to debate the bill public input is shared
