How was Germany regarded by other countries in 1923?
Germany was regarded with distrust and suspicion. Many Europeans believed Germany would try and take back the land it lost in the Treaty of Versailles.

Germany cooperating with the Allies about the reparations in an effort to a revision of the terms
Contradicted the view of the right who wanted to reject the treaty and rebuild its army to regain lost territory

An agreement showing Germany accepted its post-WWI borders and that it would keep its troops out of the Rhineland

How did the Allies manage Disarmament?
To ensure compliance with the treaty allied forces occupied the Rhineland and an IMCC was established to monitor disarmament

Allied powers removed occupying forces in a step by step process after years of German cooperation. Troops were removed all 3 Zones by 1930 and withdrew the IMCC.
