Meaning “ world policy”. Was the kaisers plan to turn Germany into a world power that rivaled Britain. He wanted Germany to have control of parts of the world, total power.

He wanted Germany to be as powerful as Britain. He was a big army man and wanted to maintain Germanys military, building it up to become just as powerful as Britains, who had the largest Navy at the time.He took great pride in the Millitary and its tactics.
