GENERAL ORDERS 106-3 LITTLE ROCK POLICE DEPARTMENT - Respond to emergencies as necessary. The first supervisor on the scene of an emergency
will take charge and issue any commands necessary to bring the situation under control or
containment as quickly as possible. - Ensure that subordinates make all required reports promptly, accurately and completely
on proper forms. - Ensure proper maintenance and care of Departmental property.
- Promptly obey orders of superiors and ensure that subordinates do the same.
- With the exception of supervisors of the rank of sergeant, appoint a supervisor of the next
lower rank to act in their place when they are absent from duty. A supervisor so
appointed will have the same authority as the appointing supervisor. (A Division
Commander may request another captain to act in his behalf when he is absent from

recording;
e) Detain that person;
f) Intentionally block or obstruct cameras or recording devices;
g) Demand to review, manipulate or erase any images or audio/video recording; or
h) In any way threaten, intimidate or otherwise discourage an individual from recording an officer’s enforcement activities.

If an officer has probable cause to believe that a camera or recording device contains images or sounds that are evidence of criminal acts, the officer shall request that the person in possession of that camera or recording device;
a) Voluntarily provide the device or recording medium (e.g., memory card) to the
officer; or,
b) Where possible and practicable, and in the presence of the officer, voluntarily transmit the image or sound, via text message or electronic mail, to the officer’s official Departmental electronic mail account.
