Conditions that warrant CAVOK?

A

Ceiling and Visibility OK if:
A) no cloud below 5000 feet, or below th highest minimum sector altitude, whichever is higher and no cumulonimbus.
B) visibility of 6 SM or more.
C) no precipitation, thunderstorms, shallow fog or low drifting snow.

Who is responsible for obstacle clearance during vectors?

A

During IFR, pilot is normally responsible for obstacle clearance based on charted altitudes, but during vectors, ATC will provide obstacle clearance.

During VFR, the pilot remains responsible for obstacle clearance. If unable to maintain terrain clearance, the pilot should obtain a new heading or climb or revert to navigation without ATS surveillance assistance.
