How the Rules are organized at my work

The router configuration has many nat rules. The way that we have organized them is
Rules 1 – 100 are the general rules for the network as a whole
Rules above 100 are organized in the following way.
The rule is named with a 4 digit naming convention, where the first 3 rules are the last octet of the IP address we are dealing with, followed by a number
