Fibres in lower retina travel along optic nerve and tract to lateral geniculate nucleus where they synapse and project to primary visual cortex
But the path to the cortex is blocked by the inferior horn of the lateral ventricle so they have to move around the horn

Contains astrocytes and oligodendrocytes
