Amendment
A change to the constitution
Republicanism
An ideology that the best form of government which citizens elect representatives to do “day to day” work of governing
pluralism
A theory that many groups competing for resources compromise to control government or society
enumerated powers
a list of items that set forth the authoritative capacity or congress
elastic clause
gives congress the right to “make all laws necessary and proper” to carry out powers expressed in other clauses of article 1
Jurisdiction
the limits of territory within which authority may be exercised
judicial review
the power of supreme court to declare laws and actions of local, state, or national governments unconstitutional
Incorporation Doctrine
the process by which the bill of rights was extended to the states and localities
probable cause
a reasonable basis to believe a person or premises is linked to crime
eminent domain
power of government to take private property for public use
impeach
to accuse a public official of misconduct in office
supremacy clause
Establishes that the constitution, laws passed by congress, and treaties of U.S “shall be the supreme law of the land.”
Federalism
A system of government which two or more governments exercise power over the same people and the same territory
Direct Representation
State representation in the federal government
delegated powers
Powers the constitution grants or delegates to the national Government
Expressed powers
powers directly stated in the constitution
implied powers
powers the government requires to carry out it’s expressed constitutional powers
Reserved Powers
Powers belong strictly to the states
concurrent powers
Powers that both national government and states have
enabling act
an act that allows the people of territory interested in becoming a state to prepare a constitution
Federal Grants
A sum of money given to a state or local government for a specific purpose
Mandates
A formal order given by a higher authority; and authorization to act given to representative
Interstate Compacts
A written agreement between two or more states
Public Policy
A plan of action adopted by government decision makers to solve a problem or to reach a goal
sunset law
law that requires periodic checks of laws or of government agencies to see if they are still needed
sunshine law
law prohibiting public officials from holding meetings not open to public
commerce
producing, buying, selling, or transporting goods.

A position that favors state and local action in dealing with problems
Nationalist position
A position that favors national action in dealing with problems
