Program Focus includes…
… beliefs, vision statement, mission statement, program goals
Effective belief statements are about…
…ability of all students to learn, addressing developmental needs of students, role as an advocate for every student, who is involved in the planning, managing, delivery and evaluation of program activities, using data to make program decisions, ethical standards.
A vision statement describes…
…what we want to see in the future (next 5 or 10 years) for the school community related to student achievement and best possible student outcomes. What success looks like and feels like.
Mission statement
Focus and direction to reach the vision - one purpose for the school counseling program. Subset of school and district mission. How we support the learning environment, but also what is unique about the program’s contribution to student’s growth and development.
Program goals
How vision and mission will be accomplished. Curriculum, small group and closing-the-gap action plans to improve student achievement, attendance, behavior and/or school safety. Address a “burning question”.
Academic gaps by categories
race/ethnicity, gender, ability/disability, age, grade level, social class, sexual orientation, native language, spirituality
Goal Setting Process
review school data profile, list current strategies for all students, tie to school improvement plan, develop SMART goal
Student competencies - ASCA Student Standards
specific knowledge, attitudes, skills students should be able to demonstrate as a result of a school counseling program; three domains of personal/social, academic and career development; mindsets and behaviors
Student competencies - Other Student Standards
District, state, national & other association’s standards that complement the program’s mission and goals. Framework for 21st Century Learning, National Career Development Guidelines, Six pillars of character.

Knowledge, attitudes, and skills school counselors need to implement effective school counseling programs. Can use for self-evaluation and professional development planning.
ASCA Ethical Standards for school counselors
customs, norms, standards and accepted practice of the school counseling profession. maintain highest standard of integrity, leadership, and professionalism. guide decision-making and help standardize practice. protect students and school counselors.
Old elements of foundations
Beliefs and Philosophy (now beliefs and vision statement), mission statement (same), and ASCA standards for student academic, career and personal/social development or ASCA national standards (now ASCA student standards). Did not use term program focus, and did not include other student standards or professional competencies.
