A

Much of the data that the Defense Technical Information Center (DTIC)
handles is controlled, either because of Security Classification, or Distribution
Limitations. All potential users are required to register to obtain DTIC
services. The registration procedure is mandated in DOD Instruction (DODI)
3200.14, Principles and Operational Parameters of the DOD Scientific and
Technical Information Program (STIP). Federal Government Agencies and
their contractors are required to complete the DD Form 1540. The contractor
community completes a separate DD Form 1540 for each contract or grant,
and their registration is valid until the contract expires.

and/or current revisions or changes) of a classification guide
 Accomplishment of the biennial review of a
classification guide
 Cancellation of a classification guide, and
 Correction of data furnished on previously submitted forms.

Authorization

A

Used to identify appropriately cleared DoD military and civilian personnel
who have been approved to hand carry classified material in accordance with
the following:
(1) The individual has a recurrent need to hand carry classified
information;
(2) The form is signed by an appropriate official in the individual’s
servicing security office;
(3) Stocks of the form are controlled to preclude unauthorized use.
(4) The form is issued for no more than one year at a time. The
requirement for authorization to hand carry shall be reevaluated and/or
revalidated on at least an annual basis, and a new form issued, if
appropriate.
(5) The use of the DD Form 2501 for identification/verification of
authorization to hand carry Sensitive Compartmented Information or
special access program information shall be in accordance with
policies and procedures established by the official having security
responsibility for such information or programs.

Attestation

A

Effective February 15, 1999, every military member and civilian employee,
who is granted a Top Secret clearance, or is granted access to a speciallycontrolled
access category or compartment must make a verbal attestation that
he or she will conform to the conditions and responsibilities imposed by law
or regulation on those granted clearance or access. The verbal attestation must
be witnessed by at least one individual in addition to the official who presides
over the attestation and manages the process.
