It’s a bit ambiguous and is divided between the President and congress
What are the three consitutional roles in relation to foreign policy of the President?
1) Commander in chief
2) negotiates treaties
3) Appoints ambassadors, secretaries of state, defence, homeland security, director of the CIA, join Chiefs of Staff etc
What are the four consitutional roles in relation to foreign policy of the Congress?
1) declares war
2) controls the purse strings
3) Senate ratifies treaties
4) senate confirms appointments with a simple majority
What are the two extra constitutional powers in relation to foreign policy that the President has?
1) negotiations and signs executive agreements
2) Set tone of foreign policy through speeches
What is the extra constitutional power in relation to foreign policy that the congress has?
oversight of presidential actions over foreign policy
What demonstrates how much some presidents define the foreign policy agenda?
they give their name to a particular foreign policy doctrine such as Truman or Bush
How does the Pendulum theory apply to foreign policy too?
generally speaking Congress has more influence over general strategy but the President has more influence in times of crisis
What makes the President more powerful than congress in some ways on a day-to-day level?
It is to him, not congress, that all major foreign policy players report and he, not congress, gets the daily briefing
