Treaty of Berlin 1926 reaffirmed the Treaty of Rapallo but also
Agreed Germany would remain neutral if the USSR went to war as long as they weren’t the aggressor

An agreement which states could agree voluntarily to renounce use of offensive wars to settle disputes.
Germany was one of the first to sign alongside the world
Lack of any enforcement measures meant it was just for show
